In 2007, the Brussels-Capital regional government is set to approve the fourth umbrella urban development plan for the European district since the region’s creation in 1989. The moves of the European Institutions and their satellites into the district so far have been dictated by the mono-functional “all offices – all cars” model that was introduced in the 1960s and which has been perpetuated in every land-use plan since.

 

The local residents’ associations have a different vision for the district, which includes: the re-introduction of a multi-functional model with housing, shops and public facilities as well as offices; priority to public transport users, pedestrians and cyclists as well as motorists, and the provision of social housing to ensure a more mixed population. The 2007 plan would appear to have finally acknowledged this alternative vision.
